About Fourth Plain Forward Fourth Plain Forward is a registered 501(c)(3) nonprofit organization based in Vancouver, Washington, focused on strengthening and growing small businesses, creating opportunities for entrepreneurs, improving the corridor’s safety and appearance, and promoting equitable and inclusive development within the Fourth Plain neighborhoods. References in these Terms to “we,” “us,” or “our” mean Fourth Plain Forward.
