Program requirements
To participate in the program, you must:
Be at least 18 years old
Have a business address in Clark County outside of City of Vancouver limits Click here to see the map
If planning to start a business in Clark County, reside in Clark County outside of City of Vancouver limits
Meet income eligibility requirements at or below 80% Area Median Income (AMI)
Attend a minimum of four required 2026 business workshops
Complete a basic business plan or business outline
Use any awarded funds for approved business-related expenses such as tools, equipment, marketing, or licensing
Application requirements

Provide basic documentation such as proof of income and residency
Participate in a minimum of four required business training sessions
