At Fourth Plain Forward Lending (FPFL), we provide capital, education, and support to help our community thrive. Through accessible loans and personalized guidance, we serve small businesses and nonprofits—especially those historically excluded from traditional financing—so they can build wealth and create lasting impact.

Our Commitment: No Dead Ends

Too often, traditional lenders say "no" and leave it at that. We do things differently.
If you don’t qualify for our lending programs, we’ll connect you with trusted local partners who might be a better fit.

  • We maintain a strong network of partners including business coaches, technical assistance providers, and other lending partners.

  • Our goal is to keep your momentum going, even if the first door doesn’t open.

Meet Our Lending Team

CJ Aguon, Loan Officer
(he/him) | Certified Financial Counselor (CCUFC)
CJ has a strong background in financial services and community outreach. At Unitus Credit Union, he supported hundreds of clients through tailored lending and guidance. Born in an Indigenous village in Guam and a longtime Vancouver resident, CJ brings a culturally informed lens to lending and is especially passionate about serving first-time borrowers and underrepresented entrepreneurs. He stays connected to the communities he serves by volunteering with The Boys and Girls Club, PICAWA, and other community organizations.

Wil Fuentes, Loan Manager
(he/him) | Hablo español
With 20 years of experience in education and community development, Wil leads our economic initiatives. He holds a master’s in Organizational Leadership from Western Oregon University and a bachelor’s in Community Development from Portland State. Wil also serves on multiple local boards and champions equity, housing, and financial inclusion across the region.

  • Completed Personal Financial Statement

  • Two years of tax returns

  • A short resume or CV

  • Your business plan

  • For existing businesses: tax returns, financial statements, and projections

  • Required licenses or registrations
